Financial challenges and reconstruction priorities Despite the new pledge, the Dutch ministers warned that releasing additional funds in next year's budget presents a challenge, noting that "the financial reality is that we will reach our limits next year".
The cabinet also emphasized the importance of mobilizing international financing for Ukraine's reconstruction in the short term. In this regard, they expressed a preference for reconstruction loans to be based on the use of immobilized assets of the Russian central bank, seeking appropriate financial conditions.
